The main difference between the two is that you cant use a custom domain with free hosting.

You have to stick with your blogger.com URL, or if you are using WordPress, your wordpress.com URL.
With paid hosting, you get a custom domain name (like myblogname.com) and full control over it meaning no one else has access to change anything on your website without your permission (unless they hack into it). With free hosting, everything is handled through Blogger/WordPress and their servers so there isnt much customization available for free bloggers because of this reason alone
